Streets, bridges benefit from gas tax

Council approves airport projects, firefighters return from training

OTTUMWA — Fifteen city streets and bridges benefited from the Road Use Tax Fund last year.

The City Council approved the Street Financial Report, which showed nearly $4 million in road construction in the city last fiscal year, said Finance Director Bob Jay.

Out of that $4 million, nearly $2.4 million came from the state through the Road Use Tax Fund, which receives money from the state’s gas tax.

“We’ll see a big increase next year in the number of streets done,” Jay said.

Streets that benefited from the Road Use Tax Fund last fiscal year were Fourth Street, Davis Street, Pennsylvania Avenue, Oak Meadow Drive, Wildwood Drive, Brentwood Drive, Iowa Avenue and sections of East Highland Avenue and Marilyn Road.

Bridges included Milner Street, Blackhawk, Jefferson Street and South Davis Street bridges.

The FAA-required 150th Street relocation project at the Ottumwa Regional Airport also received funding from the fund and nearly $48,000 went toward the Expanded Street Repair program.

As well as the council appointing Ryan Van Arkel as probationary firefighter, Fire Chief Tony Miller said three Ottumwa firefighters recently completed the National Fire Academy in Emmitsburg, Md.

Master Firefighter Nathan West attended the academy for the first time, taking an EMS incident operations class, which deals with multi-casualty incidents and how to handle them.

Miller attended the academy for the third time, also taking the EMS incident operations class.

Firefighter Grant Gaumer also attended the academy for the first time, taking an EMS quality management class, which focused on how to implement and enhance the fire department’s quality enhancement program.

Ninety percent of the cost to attend the academy is paid for by the federal government, Miller said.

The council approved the plans for the Hangar Construction Project at the Ottumwa Regional Airport, which will include a three-stall hangar and associated site improvements.

Bids for the project were previously rejected and after a redesign, airport director Tom Francis said the new plans increase the usefulness of the structure.

“This way we can get three units, and possibly four units, that are completely accessible,” Francis said.

If bids are received within budget, Francis said they will consider a four-stall unit.

Engineers estimate this project will cost $177,530, 76 percent of which will be covered by an IDOT grant.

The council also approved a nearly $27,200 proposal from Snyder and Associates, Inc. for professional services for airport land use and zoning ordinances for the airport.

The existing Wapello County tall structure and airport overlay district is outdated, Francis said, and the city has no ordinances in place to protect the approaches to the airport.

These ordinances are now required following state legislation last year, that beginning in fiscal year 2014, the IDOT will not provide any grant funding to airports without these ordinances.

The city received a grant from IDOT to help with the development and implementation of the ordinances, which will reimburse the city 85 percent of the cost, up to a maximum of $25,000.



The council also:

• Rejected all bids for the Barton’s Branch sampling station installation. One bid of $30,000 was received, $10,000 more than the engineer’s estimate for the project.

• Awarded the contract for the South Street sewer repair to C&J Bulldozing, LLC, for $23,050.
