OTTUMWA —
Capt. Kiel C. Archer assumed command of the 833rd Engineer Company Saturday morning, relieving Capt. Randy E. Hartley of his duties.
Both Hartley and Archer are currently working for the Director of Military Support Office for the Department of Homeland Security's Infrastructure Information Collection Division. The team’s primary mission is gathering and managing vital information regarding the nation’s critical infrastructure and key resources.
Hartley has over 23 years of service in the U.S. Army, including more than 14 years enlisted service and more than eight years commissioned service. Archer has more than eight years of service in the Army, including more than two years enlisted service and more than six years commissioned service.
Hartley has served two overseas tours to Iraq and Archer has served one overseas tour to Iraq.
Both captains have received many awards and decorations.
