OTTUMWA —
I am amazed how many Ottumwa motorists drive past the big orange “road closed to thru traffic” sign at the intersection of Jefferson Street and Pennsylvania Avenue only to find that the road really is closed after they have ascended the hill. Either they can’t read, don’t understand or deliberately choose to disregard the traffic signs.
