Centerville interim city administrator on sex offender registry

CENTERVILLE — The temporary city administrator hired by the Centerville City Council is on the Iowa Sex Offender Registry list.

Kevin Wade Stocker, 37, president of City Administration & Management Professional Services, based in Elkhart, was hired by the city council during their Feb. 4 council meeting. Stocker was hired primarily to help develop the city's fiscal year 2013-14 budget.

In December of 2005, Stocker was accused in Black Hawk County of one count of enticing away a minor, a class D felony. In August of 2006, after being found guilty by the court, Stocker was sentenced by Judge Todd A. Geer on the charge of attempt to entice a minor to two years in state prison, suspended, five years probation and a fine. The five years probation was later changed to two years in November of 2011.

Stocker filed a motion resisting placement on the sexual offender registry in October of 2006. The motion was denied in November of 2006.

According to a story published online by WCFCourier.com, Cedar Falls police arrested Stocker in December of 2005 at College Square Mall after he allegedly had arranged a meeting with what he thought was a 15-year-old girl for the purpose of having sex.

The contract Stocker signed is for work until April 30 and then month to month thereafter for a fee of $5,125 per month. The contract is for a minimum of three months of services could continue until the position is filled by a full-time candidate.

Councilman Edwin Brand, as chairman of the selection committee, made the recommendation to the council to hire Stocker.

Stocker's first day as temporary city administrator was Tuesday, Feb. 5.

In June of 2011 in Clayton County Stocker was accused of presence in exclusion zone as a convicted sex offender, first offense.

On Jan. 4, 2013 Judge Margaret L. Lingreen accepted his negotiated, voluntary guilty plea for the charge of sex offender, area, activity violation, first offense and sentenced him to two years in state prison, suspended, two years probation and a fine.

Stocker currently owes Clayton County $1,006.75 for this case.
